I am not sure if he is or isn't but as I linked above he certainly seems to be liar, liar pants on fire about this issue. Is this true about all politicians or just Rick Perry? If he is willing to lie about this who knows what else he is willing to lie about?
Is Rick Perry a liar? Or just dumb? Decide for yourself.

Well two billion was delivered to Brazil by president Obama, so I'm not sure there's any real lie involved here. At worst he's guilty of being either slightly misinformed or not being completely accurate.
Funny you'd pick this one political story about one candidate to talk about though... got any others or just the likely GOP front runner to attack?
Well, firstly I think the article explained the 2 billion dollars that you mentioned. Did you even read it? Because if you did and I misunderstood my link then I apologize.
This article just drew my interest, I am sure there are others I will comment on as we get closer to the election. I am not really supporting any particular party at this time. But I do not care for Rick Perry or Texans in general.
"Perry’s claim is wrong in several ways. First, the number is wrong. Although there was an initial commitment for $2 billion, it ultimately became a $308 million loan guarantee. Second, Perry ignores that the Ex-Im Bank is an independent federal agency, and he is wrong to attribute its actions to Obama. The initial commitment came when it was controlled by Bush appointees. And although the Obama appointee voted for the $308 million loan guarantee, there is no evidence that it done at the behest of Obama."
This is a direct quote from the article. Seems pretty straight forward to me.
I'm going to go with "liar" just because there are absolutely no consequences of import to politicians and officials of any sort lying. Sure, some bloggers and the occasional op-ed piece will point it out, but nothing ever happens.
